Do the IWM NAMA demonstration cities emit fewer greenhouse gases (GHG) from their MSW management operations? To answer this question, from May 21 to June 6 the project monitoring team completed its first semi-annual monitoring tour to quantify GHG emissions from the waste sector in five project demo-cities – Xi’an, Lanzhou, Taian, Bengbu, and Suzhou. Later, the results will be compared with the conclusions of the baseline study that took place in September & October 2018 in order to evaluate the progress cities has likely made.
Similar to the baseline study, the monitoring tour combined onsite field trips to municipal waste collection and transfer stations, waste recycling centers, biological waste treatment facilities, landfills, incineration plants, etc. with meetings and discussions with local authorities. It allowed the expert team to collect the necessary MSW management and GHG emissions data for the first half of 2019 in each of the cities. Apart from gaining a better understanding of the working progress on low-carbon waste management, the current difficulties and challenges the municipalities have been facing in regard to the GHG emissions reduction, as well as possible solutions, were also addressed and discussed.
Considering China’s current big social trend in promoting waste classification, all of the five demonstration cities intend to include the following issues into their top-agenda:
– How to facilitate high-quality waste classification in cities?
– How to effectively treat the organic fraction of waste after classification?
– How to assess the benefits of low-carbon development in the waste sector?
In response to the cities’ priorities and cooperation needs, the IWM NAMA project will further strengthen exchanges with and among cities as well as tailor the follow-up activities. With the support of the technical expert team, the project also aims at bringing more customized consultation and advice to the project demo-municipalities to push the low-carbon development of China’s waste sector one step forward.
