On January 12, 2023, the Chinese National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development jointly issued the “Implementation Plan for Accelerating the Shortage and Deficiency of Municipal Waste Incineration and Treatment Facilities in County Areas”.
The plan states that by 2025, the domestic waste collection and transport system in county areas nationwide will be further improved, the collection and transport capacity will be further enhanced, and full coverage of domestic waste incineration capacity will be basically achieved in Beijing, Tianjin, Hebei and surrounding areas, the Yangtze River Delta, Guangdong, Hong Kong, Macao and the Greater Bay Area, and the eligible county areas in the national ecological civilization pilot area. Municipal waste incineration and treatment facilities will be built in the Yangtze River Economic Zone, the Yellow River Basin, key cities of waste segregation, “waste-free city” construction areas and eligible county areas in other regions. In the county areas that do not have the conditions for the construction of incineration treatment facilities, landfills and other measures will be used to achieve harmless treatment of domestic waste.
For the existing incineration treatment facilities in county areas with an annual load rate of less than 70%, there will be no more new domestic waste incineration treatment facilities in principle. For the county-level areas with insufficient incineration capacity, in which the daily volume of domestic waste disposal is greater than 300 tons, it is necessary to accelerate the construction of domestic waste incineration facilities, to achieve the “zero landfill” of raw waste.
The plan specifies the key tasks and critical initiatives for accelerating the shortage of domestic waste incineration facilities at the county level and indicates the development direction for the construction of small-scale domestic waste incineration facilities.
